President Negley called the meeting to order at 9:00 A.M. at the Franklin County Public Safety Training Center with 15 representatives in attendance on behalf of 11 municipalities and 4 organizations.
Committee Reports: Communications - Recent article in the Record Herald was representative of the work that is ongoing and is attached. Other information presented by Jerry Flasher is as follows: • Looking to maintain the 46.16 frequency for dispatch purposes only. This will allow individuals with pagers to continue to use these for an indefinite period of time, at least as long as the system is operable. • 3 tower locations in the process of negation, eventually there will be more than 7 sites including Tuscorora Summit, Blue Mountain, Methodist Hill, Clark’s Knob, Courthouse, and Raven Rock. • Plan to show the update of the entire project at the next Alliance meeting. • Projected date of having parts of the system online is mid-year 2008, starting with law enforcement and medical • Currently working on design of new 911 center
Radio Funding - The Committee is working on grants that are group specific. Several meetings are being held to plan for the proper equipment. Motorola has provided a potential pricing list which we can use to negotiate with their independent distributors. Information needs need to be returned to Anna Swales as soon as possible.
By-laws - By-law change submitted: That Article IV, Section 6, Term Limits, and Article VI, Section 2, C, [subject to term limits of the President and Vice-President], be removed. Currently states “The President shall not serve for more than two (2) consecutive one-year terms. General note: Committee members do not need to be Alliance members.
Agency Reports: Franklin Co. Dept. of Emergency Services: • Mapping project in full swing in order to be compliant with the 911 Plan. This will enable mapping to work with land and cellular locations by the end of the year. Should also be able to provide printing capabilities for large maps. • Reverse 911 is in operation, tweaking for better performance. • New Operations and Training Officer – John Hopkins
EMS Council: • Meeting attendance has been poor. Local units need to provide support and attend in order to be eligible for potential funding sources. • EMS Strike Team is still not functional due to supply issues, which are on order. If Medical Trailer is utilized for a local incident, then the responsible organization will need to replace the supplies.
Fire Chiefs Association: • Working with Department of Labor to clarify issues with the Child Labor laws • Participation with by departments has been marginal, need more departments to attend meetings in order to share information • Funding for Public Safety Training Center from the municipalities has started to arrive • Board of Directors has been established and they have drafted their duties and responsibilities and will operate under the direction of the Franklin County Fire Chiefs Association
Fire Police Association: • Working on guidelines for response to incidents and events
Active Business: Nominating committee reported that there was limited interest in the executive officer positions. On a Culbertson/Flasher motion to suspend the bylaws in order to hold elections. Unanimous Don Culbertson nominated the current slate of officers for election as follows: President – Randy Negley Vice-President – Ben Thomas, Jr. Secretary/Treasurer – Don Eshleman, Jr. Culbertson/Flasher motion for the Secretary to cast a ballot to elect the slate of officers. Unanimous
New Business: Cressler/Thomas motion for the Alliance to sponsor a grant writing seminar to cover any costs not otherwise generated from other sources. Unanimous
The next meeting will be held on Saturday, March 31, 2007 @ 0900 at the Training Center. The meeting adjourned at 11:22 A.M.

The next meeting of the Emergency Service Alliance is scheduled for Saturday, March 31st at 9 AM in the Franklin County Public Safety Training Center. The focus of this meeting will be to bring everyone up to date on the status and implimentation of the new Public Safety Radio System.
All municipal officials and emergency service providers are welcome to attend.

Vice-President Thomas called the meeting to order at 9:00 A.M. at the Franklin County Public Safety Training Center with 10 representatives in attendance on behalf of 8 municipalities and 2 organizations, 1 guest was also in attendance. It was pointed out that Don Culbertson from Fannett Township had recently had surgery and to keep him in our thoughts.
Committee Reports: Executive Legislative Trip Report – A contingent from Franklin County met with staff members of Senator Casey and Representative Shuster and his staff. The groups were very receptive to the information and needs that were provided to them. The public officials pointed out that they are currently working on fiscal 2009-2010 priorities and our information will be reviewed. They were impressed of the fact that we had compiled information from seventy-one (71) entities with an overall request of approximately $5 million. Franklin County’s grant writer has reportedly sent thank you letters and is working on follow up from our group.
Volunteer Fire / EMS Recruitment & Retention Needs new leadership and focus. Concern was raised that if an initiative for recruitment occurred, many departments do not have the proper infrastructure in place to handle multiple new recruits on a timely basis.
General note: Committee members do not need to be Alliance members.
Agency Reports: Fire Chiefs Association: • Meeting attendance continues to be sparse. Municipalities should encourage their respective departments to attend and participate. • Standard’s – Lack of enforcement of SOG’s. Advised FCFCA to establish a dialogue to ensure compliance and a method to monitor. Many municipalities would like a report card type of information in order to better judge cooperation by their departments. • Some municipalities have not provided their annual funding to the Public Safety Training Center. They will be contacted and reminded. • FCFCA felt that the recent Junior Firefighter Camp was very successful and are looking to expand the offering to include more leadership activities.
Fire Police Association: • Mutual aid issues have been raised with various fire police organizations. Fire Police operations fall under the host municipality.
Municipal Associations: • County Association meeting on October 22nd.
Active Business: Updated policy needed on house numbering systems and issues. An action plan is needed to get all municipalities and DES for a countywide system. Jerry said that he will look into and report back at the next meeting. (No report)
New Business: Several House Bills have been introduced that will have an impact on the volunteer operations. Amongst the Bills is one on regional administration, fire training in schools, and borough responsibilities. These will be monitored and communicated.
The next meeting will be held on Wednesday, November 21, 2007 @ 1000 at the Chambersburg School District Administration Building (following the Council of Government meeting). The meeting adjourned at 10:15 AM

President Negley called the meeting to order at 10:08 A.M. at the Chambersburg School District Administrative Building with 16 representatives in attendance on behalf of 13 municipalities and 2 organizations, 7 guests were also in attendance.
The minutes from the October 6, 2007 meeting were approved on a Swailes / Bumbaugh motion.
Committee Reports: Communications Jerry Flasher reported that agreements for all tower sites have been secured with the exception of the Turnpike Tower. Clark’s Knob tower replacement is complete. Issues with FCC and cellular carriers are being negotiated. Frequencies have been secured for operational channels in the 450 to 512 range and awaiting final approval. Anticipating June, 2008 completion of new 911-center with move to 390 New York Avenue to follow shortly thereafter. Current plan is for simulcast of current channels during 3rd or 4th quarter 2008.
Radio Funding Alicia Sandbower is working with our group on legislative grants. Alliance should draft a form letter for all parties to endorse the Alliance for securing various grants. All organizations should be budgeting for radio expenses without the possibility of grant monies becoming available. Bumbaugh / Swailes motion to secure the expertise of a professional grant writer for private and technical grants with fees to be negotiated at time of service. Unanimous
Volunteer Fire / EMS Recruitment & Retention Needs new leadership and focus. Agency Reports: Franklin Co. Dept. of Emergency Services: • EMA – County is 99% NIMS compliant, which is tied to many future grant opportunities. Additional training will be required next year and new staff or elected officials need to contact County EMA for schedule of classes. PEMA will be pared with PA Homeland Security for future incidents. Citizens Corps is still available and needs more volunteers. • GIS – Contact Jerry Flasher to see the program first hand and how your municipality or organization can implement this opportunity. Currently mapping fire department box areas. • 911 Center – Some municipalities call ahead for street approval in new developments, which keeps the chances of duplication and other conflicts to a minimum. Municipal information and emergency contact information will be sent out in December, please return electronically if possible.
EMS Council: • New medical devices approved by EHSF, triage systems, mass causality plan, however only an average of 5 of the 19 departments are represented at the meetings. EHSF is looking possibility of future funding being directed to organizations that participate.
Fire Chiefs Association: • No one in attendance
Fire Police Association: • No on in attendance
Municipal Associations: • Reminder to appoint Alliance members at reorganizational meetings
Appointments: Nominating Committee: Harold Duffey, Dennis Monn, Doug Bitner

Meeting Minutes – February 2, 2008
President Negley called the meeting to order at 9:00 A.M. at the Franklin County Public Safety Training Center with 13 representatives in attendance on behalf of 10 municipalities and 2 organizations, 1visitor.
Committee Reports:
Radio Funding 1. Looked at potential grant writing training @ $299/person 2. Summit Health grant – our organization does not meet their criteria for funding 3. Still actively working with Shuster and Specter for funding 4. Updated list of equipment obtained. List is based on needs versus wants. 5. Lively discussion held on the services of a grant writer & who we can have to submit the information. Many in attendance feel that we have adequate resources and abilities to complete many grants on our own. Bitner/Cressler motion – Establish a focus group to apply for the Assistance to Firefighter grant and future grant writing opportunities. Unanimous Group to seek assistance from Randy O’Donnell and Alicia Sandbower for the current grant window. 6. Dispatch frequency assignments need to be made available as soon as possible to close out grants for several fire departments.

EMS Council: • Provided a yearend report, attached • Same frustrations as in the past with lack of participation at Council meetings. • Meets 3rd Monday at Chambersburg Hospital 7 PM
Fire Chiefs Association: • Concern with communications in large warehouse facilities. Recommended that all municipalities look at a recent ordinance implemented in Washington Township for these facilities to provide a system to enhance emergency communications inside their facility. • Concern with regional standardization of house numbers and street names • Some municipalities have not made their annual contribution to the Public Safety Training Center (PSTC) for upkeep and maintenance. Culbertson/Swales motion to address these 3 Public Safety issues at the next Council of Governments meeting. Unanimous
Fire Police Association: • No Report
Active Business: Nominating committee submitted candidates as follows: President – Randy Negley Vice-President – Ben Thomas, Jr. Secretary/Treasurer – Don Eshleman, Jr. Hobbs/Cressler motion to accept committee report for the Secretary to cast a ballot to elect the slate of officers as submitted. Unanimous
New Business: Discussion held on the funding of the Alliance and Public Safety Training Center. The Alliance did not submit a request this year for funding, working on reserves and keeping operational costs to a minimum. Thomas/Bitner motion for the Alliance to create a funding request to the municipalities annually in September for funding of the Alliance at 1 cent per person from each municipality and $100 from Franklin County and 10 cents per person for each municipality and $13,000 from Franklin County for the Public Safety Training Center payable by January 31 of the following year, based on the latest census data. Unanimous

Meeting Minutes from August 2, 2008
President Negley called the meeting to order at 9:00 A.M. at the Franklin County Public Safety Training Center with 16 representatives in attendance on behalf of 11 municipalities and 2 organizations.
Committee Reports: Radio Funding • Alicia Sandbower has left Franklin County and a new individual will be working with the Alliance on grant opportunities • An unspecified amount was placed in the 2009 Federal Budget by Senator Specter • Funding Committee will meet on August 13th Radio Funding Subcommittee Actively pursuing opportunities, nothing to report at this time. Volunteer Fire / EMS Recruitment & Retention Would encourage someone from the Franklin County Fire Chiefs Association and the EMS Council to spearhead this initiative By-laws No report General note: Committee members do not need to be Alliance members.
Agency Reports: Franklin Co. Dept. of Emergency Services: • Building renovations on track for Building 426 for the 911 center • Recent moves in the Communication Center – Steve Sites, Quality & Training, Ben Rice, Assistant Communications Coordinator • DES met with Planning to iron out mapping issues, goal is to develop guidelines • Radio project is moving forward while awaiting assignment of tactical channels • Tower in Warren Township complete, tower at new Communications Center is scheduled to start soon • Jerry Flasher is doing well and all DEC assignments are proceeding as normal
EMS Council: • No Report
Fire Chiefs Association: • New treasurer for Fire Chiefs Association • New mailing address: PO Box N Marion, PA 17235 • Currently looking for a new Training Coordinator • Junior Boot Camp went very well with over 30 individuals participating from the Tri-State area • Working towards moving control of the Public Safety Training Center to the Board of Directors, may take up to a year to accomplish • Recently discovered that there are over $13,000 in unpaid bills due from county departments and individuals for past training. Many were due to Relief Associations not being billed properly • Addressing the need for the PSTC to be separated from the FCCTC in order to complete some work around the center Fire Police Association: • Need for unified standard countywide, minor edits are needed to mutual aid agreement
