POLICY TITLE: Emergency Medical Services Transfers/Standbys

I. PURPOSE
To establish policy and procedures for 9-1-1 Center staff with EMS transfers and standbys.
II. DEFINITIONS
Transfer Assignment – a routine or non-emergency response into a service area to provide a continuation of service.
Standby – a prearranged “transfer assignment†between service areas.
III. SCOPE (Applicability)
Includes all 9-1-1 Center staff and all Franklin County Emergency Medical Services Departments.
IV. PROCEDURES
A. Ambulance transfers will be initiated by the Communications Center only when a request is made by a department officer or a responding unit from that department. (This section for field users only)
B. Guidelines to determine the need for an ambulance transfer; 1st due area will be without emergency medical services (medical assist, QRS or BLS)on a first due basis or department emergency medical service resources will be committed or exhausted for an extended period of time.
C. A request for a standby is to be considered a “transfer assignment†to another company and shall be dispatched as such. Alert for a standby of general apparatus in your own quarters for another company will not be acceptable and has been found to be an ineffective means of service continuation. All transfer assignments are to be considered a routine or non-emergency response.
D. Apparatus that is currently in the process of a transfer may have its status upgraded or be alerted to a scene. The telecommunicator will:
i. Advise the transferring unit of the new assignment.
ii. Activate one standard tone and announce that unit is responding to the call.
E. Transferred units that have completed their transfer assignment are considered part of the company at which they are presently transferred. If another call is received for the company for whom they are transferred, assume the transferred unit as one piece of apparatus from that company, then use the box card to fill the remaining apparatus needs for the type call received.
