(That's short for Hypothetically speaking) If, hypothetically speaking, a VFD allows someone to hold an event in their facility and this someone is selling small games of chance in this same facility without a license/ permit, is the VFD responsible? ?

Ain't no legal feller, but me finks they might be in for sum sure 'nuff trouble, but maybe not.
Them dere guys in the suits dat work for da Attorney-there-General, or da County Treas, DA and PSP might be able ta shed sum more lite on dat subject.

Just an opinion.....
The volunteer fire department is only providing the facility either loaned or leased. They are not responsible for someone else's illegal activity regardless of what it is unless the volunteer fire department had prior knowledge and/or assisted somehow in the illegal activity.
The "someone" used in your example is responsible for their own actions.
