RECRUITMENT & RETENTION COMMITTEE REPORT FRANKLIN COUNTY EMERGENCY SERVICES ALLIANCE 02 APRIL 2005 EMS Council, 16 May, 2005
STATUS OF COMMITTEE ACTIVITIES:
2005 Fire / EMS Research Information distributed and received from Franklin Fire Company, Fayetteville, Rescue Hose Company, Mont Alto Fire / EMS, MMPW, West End Fire & Rescue, and Pleasant Hall. [44% response]
Committee will attempt to receive Research Information from ten other (+ -) Fire / EMS organizations in Franklin County. All individual information will be kept confidential. Total census of current volunteers will be released in our Research Report.
Information was obtained from Washington County, Maryland regarding County and State incentives for volunteer retention including a pension plan.
GOALS AND OBJECTIVES:
Ø Attend or written report to Franklin County Fire Chief’s Association meeting and discuss a 2005 volunteer recruitment & retention campaign [Date: May 31st. ];
Ø Written report to Franklin County EMS Council meeting and discuss the same [Date: Monday or May 16th. ]; HOW MANY EMS AGENCIES ARE WILLING TO PARTICIPATE IN SUCH A VOLUNTEER RECRUITMENT PROGRAM? ______
Ø Meet with Senator Terry Punt, Representatives Keller, Kauffman, Fleagle, and Maitland and discuss any legislation in Harrisburg to support fire / EMS recruitment and retention.
Ø Meet with Franklin County municipal governments on May 26, 2005. Discuss and review findings of the Report.
Ø Promote leadership training for fire / EMS officers and members.
Ø Produce county-wide saturation campaign promoting “First Responder Firefighter / Emergency Medical Services Provider” volunteer recruitment in Franklin County to include:
Ø “Join the home team!”
Ø Radio public service announcements by many known voices
Ø Television public service announcements by known faces / voices
Ø Newspaper public service information listing all Fire / EMS organizations, contacts, phone numbers, recruitment Saturday of the 2005 Fire Prevention Week (October 15th)
Ø Web site to host “how to get involved” with your local fire / EMS organization by: Fire Chief’s Assn. web-site and Franklin County Dept. of Emergency Services with links on various FD web-sites.
Ø Recommend programs in Franklin County High Schools
Ø Recommend programs by fire / EMS organizations with service organizations in their area such as Rotary, Lions, Ruritans, etc.
Ø Each fire / EMS organization who participates should set community wide recruitment goals of ____ people to join and establish a “volunteer” packet of information designed for their organization!
2005 FIRE PREVENTION WEEK SATURATION RECRUITMENT CAMPAIGN:
Ø October 9 – 15, 2005 “When fire strikes…get out, stay out!”
Ø Support volunteerism. Volunteer! Campaign
Ø Request Fire / EMS organizations dedicate this week as “Support Volunteerism. Volunteer Week”

EHSF New EMS Act out for review Strike Teams Trailers to use WI-FI technology. Still waiting on some equipment Regional strike team to outfit one trailer to use as a model. ** Look for interest – Adams-Franklin to provide 5 units & 15 persons. Need a pool of at least 45 people to make it happen. Need up and running by July 2006.

One Call system is more of an EMS concern. FCFCA should be notified of the change however.

It is absolutelty more than an EMS issue. It is an Incident Command/ Incident Management issue.
It is also an issue as Fire Chief that I have many concerns/ questions over and should be presented to the Chiefs Association.
