If a VFD fails to have it’s member maintain their Haz Mat training/ certification and they allow these members to operate at the scene of even the lowest level of Haz Mat, what can happen?

You may want to ask the Franklin County Emergency Management Agency. I'm not sure who is enforcing this and/or who is responsible to see that it's enforced.
If the member in your example is injured "at the scene of even the lowest level of Haz Mat" response/operation, it would seem that the Volunteer Fire Department will be first on the liability chain with the principals being second and the political subdivision third, etc. It certainly would be interesting to see how the workman's compensation and/or insurance carrier would respond to this.
Guess it depends on the legal council involved and the type of suit initiated.

If my memory is right I believe the Pennsylvania Department Of Transportation Requires every member who responds on the major highways (ie I-81) must be haz mat ops certified. Someone may correct me on this. That was the stipulation in Greencastle
