I voted that it should be a stand alone agency as it once was. FEMA's mission was primarily response to natural disasters and should have remained as such.
As is evident with Katrina (which is an absolute EXTREME example) natural disasters and the required response needs to be immediate and not bogged down on red tape.
DHS should be responsible for Terrorist related events, etc.
I think the decision to appoint Chief Paulison was the best decision I've seen lately and he will definately make a HUGH difference.

Seems to me that FEMA didn't do any better or any worse than anyone else.
How do you spell,
EVACUATE!? I.E., Get out'ta Dodge!
Aren't the State and Locals supposed to take the lead here? What happened? Did they run out of School Buses, etc. to move people? So much for spending time in the E.O.C.
